Swap "Browse by wetlands" to reference the layer cl10829 #82

"Browse by wetlands" is currently linked to the layer "Directory of important wetlands". MDBA have requested that this be replaced by layer cl10829 instead. Please swap the current layer in mdba-regions for this layer.
