Add new categories to attachments

At the moment we have two categories for attachments -> General and Management. Add the following categories.

1. National Best Practice Manual
2. National Weed Management Guide
3. National Strategic Plan
4. Management
5. Other Management Resources
6. General

Add the categories as config items in profile-service. And make it available as web service for profile hub.

@schoicsiro A few comments -

1. Make sure default selection is General. Therefore, when user goes to add a attachment, General is pre-selected.
2. Category selection is not showing when I click the edit button first time. When it is clicked subsequently, it shows up. But if I refresh page and try again, it shows empty selection.
3. Order the categories alphabetically.
