"Download map" option in Spatial Portal does nothing

The "Download map" button under Map options currently does nothing in Spatial - no prompts, no errors or messages appear regardless of settings.

Issue reported by a user during UX interviews.

I've forgotten why download map was disabled. Maybe it should be enabled and go through some testing.
