Re-allow to customize layout #478

I noticed that after https://github.com/AtlasOfLivingAustralia/spatial-hub/commit/257eb6f21aad91db0687f204dfc31c69ffb721d9 we cannot use custom layouts different that ALA default one. So our spatial service looks broken using develop:

This is used by the LA community to style their spatial services. Can this restored or there is another way to configure it?

The quickest solution to fix #474 are these 2 commit, this commit and this commit.

Rolling these back in develop will mean additional work to fix #474. Unfortunately that issue required specific environmental conditions to reproduce. I wonder if a bump to the asset manager version such that the dependency versions align is possible.
