environmental envelope has a performance issue with newer higher resolution layers #223

Reported through helpdesk in https://support.ehelp.edu.au/a/tickets/190543, reported steps to reproduce:

-> Add to map -> Area -> Define environmental envelope -> [search] ‘WorldClim 2.1: Temperature – annual mean’ -> (e.g.) 12 Min, 18 Max
