Need to function as a single complete tool with defined roles and access permissions managed e.g. Role based access to limit creation of authoritative lists to certain users (roles defined in governance framework) Only list owners, their delegates and ALA list application List Admins able to modify lists

Currently only admins (user with ROLE_ADMIN) can mark a list as authoritative. Is this sufficient ?
