List visibility controls - public/private #2 #2

User can decide whether to make their list public or not – default for all except authoritative lists is not public

need to check if a list owner can still see their lists if they are private. I tested as an admin to make a list private and now I can't see it / find it in the list of lists or see it's metadata

Also default when creating new lists is Public - this should be private
