Tracking use of lists - Need a register of who is using lists both internally and externally including flagging / identifying lists that are linked to other processes / products in ALA and potentially will have downstream impacts

currently don't have a complete view of all of the lists that are used by applications in the ALA and how they are used

need some way of ensuring that lists which are used in applications and processes are identified clearly and dependencies managed when editing, updating, deleting and creating lists
