Ability to assign taxa within a list to a geographical area - i.e. defined geographic area either within or outside which observations of the taxa on the list have list rules applied e.g. biosecurity alerts / sensitive species

This needs a bit more discussion. There is cross over here with pipelines, SDS and the biosecurity alerts.
