Need ability to make ala systems able to use private lists e.g. for lists that the owners don't want published

how do we test this in Dev?

I've added a "Private lists" view, accessible to admin users.

This can be tested by non admin users if someone uploads a list and marks as Private. The private list is visible in "My Lists"

need to test this in the integration testing - for new lists tool in the dev environment
