enable the ability to return all occurrence records for lists when querying the biocache by list #91

at the moment when a user query's occurrence records by a list, if the number of records is large, only a subset of records is returned.

there is no feedback to the user that this is the case.

need to include feedback to users if this is the case and at least enable all records to be returned for Admins
