Add config item for expedition notifications #529

Currently expedition activation and completion notifications are going to the digivol email address.

These are currently not required. Add a configuration option to disable the notifications.

Expected behaviour: Test environment has the new configuration set to disabled. When enabling an expedition, there should be no email notification to the digivol account. There should also be no notification when an expedition is completed (all tasks transcribed).
