Add test for syntax in documentation #278

Expected Behavior

CI ensures that a change did not forget to update the SYNTAX of the command's documentation

Current Behavior

SYNTAX is not checked

Possible Solution

Add logic into JiraPS.Help.Tests.ps1 to check the SYNTAX
