Hello! My PR will help you add a CI process for the Atmosphere project.

I have implemented the following features:

creating a container image (and Dockerfile) for local assembly and integration with CI
adding a workflow to create a container image and send it to the GitHub Package;
adding a workflow to build a branch and create a release/prerelease;
automatic installation of the latest versions of nx-hbloader and nx-hbmenu
automatic changelog with git-cliff

Also, in the issue you were previously linked: ""Windows" is the build platform that matters."

your PR doesn't seem to use windows.
