"power_menu_reboot_function" can't reboot to normal/rcm.

What's the issue you encountered?

"str!normal" and "str!rcm" don't work. Both reboot to payload.

This is a bug in 0.10.0 and 0.10.1 because there was no problem in 0.9.4. system_settings.ini's path is correct. (/atmosphere/config/system_settings.ini) Of course, comments (;) are also removed. system_settings.ini is working because savedata redirection is working.

How can the issue be reproduced?

"power_menu_reboot_function = str!rcm" or "power_menu_reboot_function = str!normal"

Oh, environment is the current thing. I verified this bug with FW9.0.1 using 0.9.4, 0.10.0, 0.10.1.
