Fix CircleCI builds #247

It seems that the walberla/buildenv-ubuntu-clang:4.0 image in use before is no longer working. Move to the arcanemagus/atom-docker-ci based images that pre-install Atom, but require Clang to be installed as they should be a more stable base.

Switched the AppVeyor user to the org one, doing the "dance" to update the status here.
