this PR replaces #59.

TL;DR combine functionality of "Automatically look for rulesets.xml" with existing rulesets field, allowing you to look for a file with a name of your choosing instead of a hardcoded rulesets.xml

Merging this since CI is green and everything seems to have been addressed.
