Unable to use 'Customize toolbar' context menu in IDEs

Describe the bug With the plugin enabled, right-clicking on the toolbar (only tried using the IDE New UI mode) pops up the context menu with an option to customize toolbar. Selecting this menu results in nothing happening.

It's only affecting the context menu. If I go through the main settings and select Menus and Toolbars there, I can customize the toolbar through the modal window as expected.

If I disable Atom Icons plugin without making any other changes, then the context menu also works as expected.

To Reproduce

1. Enable the plugin
2. Right-click toolbar in IDE New UI mode
3. Select Customize toolbar

Expected Behavior Modal window should appear with the toolbar items in that can be modified.

Environment This is from PhpStorm, but it's also apparent in at least Rider too (not tried the other IDEs).
