Currently there is no way to punish these traitors Tharal and Thoronir.
I only can join their shady side on the quest. But I am with Feygard.

a) I want to be able to report Thoronir to the guards for making the disallowed 
bonemeal. 
b) Or I want to lie to him: "I did not found any bones there. So you will not 
be able to mix bonemeal..."

For Feygard!
