Toy Commander FMV issues #249

Toy Commander's opening FMV slows down to about 1 frame every 2 seconds after a 
short while.

This is somewhere inbetween the FMV freezes (issue 224) and the heavy 
stuttering FMVs (issue 248).

Tested on r78.

It used to work fine some years ago .. must be something i bugged :D
