Can't Load nullDC

Steps to reproduce:

1: downloaded nullDC_104_r50.7z 
2: place bios in data file
3: rename bios to boot
4: Launch nullDC

Result: pop up error message reading "Unable to load drkPvr_Win32.dll Plugin, 
error level=-104".  After clicking past error message I am directed to menu 
"Select Plugins".  All drop downs are empty.  After clicking "ok", there is a 
another error message "Unable to load Plugin, error level=-104" followed by 
"Unable to load plugins --- exiting".  Then nullDC closes.

What version of the product are you using? What build? What plugins?

I use version: nullDC_104_r50.7z

I use a Win32_Release-NoTrace build

Please provide any additional information below:
I tried Downloading the C++ thingie
I tried Downloading the DirectX 9.0c thingie
I tried Downloading some other DirectX end thingie

--I am really not very computer savvy, and this appears to be over my head, but 
since I can not carry my dreamcast around with me, I would really like to get 
this working!

Yeah, try some forum for more luck ! ie, 
http://forums.ngemu.com/nulldc-discussion/ or some other emulation related
