Add LegacySpreadWarhead #77

RA2 used CellSpread and PercentAtMax values which had a linear reducement to the damage depending on distance. Current SpreadWarhead requires you to define really long Falloffs to try to get the same effects.

NTM: also needs building multihits. Better to check ModEnc again for the model anyway.
