Remove obsolete ifdef & comment from b/src/url_canon_unittest.cc #33

URLCanonTest.DoAppendUTF8Invalid was disabled on debug builds due to:
https://code.google.com/p/chromium/issues/detail?id=49580

The underlying issue no longer applies, so the ifdef condition and comment can 
be removed.  Patch attached.
