Move callwords sfx into config.ini to remove theme dependance. #821

Is your feature request related to a problem? Please describe. Callwords are, thanks to some very smart thinking of someone else we all could only hope to grasp, bound to a users theme, meaning is cumbersome to change, bound to said theme and will be overwritten with any courtroom_sounds.ini update.

Describe the solution you'd like Move the callword sfx configuration to the clients config.ini and make it configurable trough the callwords tab

Describe alternatives you've considered None. This should not even be an issue to begin with.

Additional context WHY THE HELL IS THIS A THEME OPTION FOR FUCKS SAKE?!

+100. Theme-defined notification sounds is stupid. It will cause no friction to make this change and improve everyone's lives.
