Rework option panel and move various settings to it #971

The option panel, while working, has some issue of its own that makes the entire thing at odd with how it should operate. Some settings do not apply immediately but none of it is really mentioned to the user. Additionally, some settings were previously bugged, such as the audio volumes were removed in an attempt to fix a volume issue when the client would be shutdown and started back up.

Finally, there are some UI elements that should be moved to the option panel. The reason is simple; these elements have no place on the main UI as they do not relate and take significant space for something that by common convention is located within the option panel. This include but not limited to the following:

Easily accessible volume sliders is something many people appreciate, from what I understand ~(i promise it's not just me)~, so I think removing them from the main UI is something to reconsider. Just a two cents, though.
