ValueSet - validate Evaluation Procedure value set for Specialist diagnostics #111

The value set Evaluation Procedure.

Need to validate its applicability and appropriateness for use in Specialist diagnostic use case - is it too broad but more importantly is it feasible to produce a constrained value set.

Also consider LOINC - is a value set populated with LOINC codes a meaningful solution option?

What it actually enables people to do

Validation of this value set would give implementers confidence that their use case will be accommodated without having to use a "work around" code.

Needs to assessed for adequacy in supporting procedures for the identified domains for specialist and other diagnostics. Expectation is that we will be able to have this as a preferred binding in the models that support specialist and other diagnostic domain reports.

Current list of domains is: Cardiology, Neurology, Gastroenterology, Respiratory Function, Audiology, Ophthalmology, Speech pathology, Renal.

Where coverage is noted to be poor, need to raise requests with terminology to add in codes, possibly create codes for some types of procedures.
