[x] write bits 2 by 2
[x] read bits 2 by 2
[x] decode lines in a double-buffered qoi10_rgba_t[] row, so that the stream channels and decoded channels can be different. Allocate that double-buffer with the malloc again. Only then we can support the load flags internally.
[x] speed-up opcodes in decoding loop
[x] quality: some opcode can be tweaked for a better compromise

Current numbers on the 16-bit test suite

TOTAL  decode mpps   encode mpps      bit-per-pixel
             91.41         60.13           10.56627

with 28% size reduction vs GIMP PNG zlib level 5

LOAD flags could work better with QOI formats in general OP_ALPHA doesn't work yet but could probably win bits
