From Andrea Pitkus: Generally for ELR, reporting is IL Dpt of Health, then shared with Cook Cty and City of CHicago jurisdcitions. DO we know all jurisdictional requirements are top down or bottom up?
For the FEMA/White House reporting, goes to State, who in turn notifies counties, but also sumarizes up to Federal Agenciy level (ie. FEMA, WH, CDC where they share depending on what data they need)....

Add the Measure Definition Source/Consumer actors. Require Measure Definition Consumer actor to be grouped with Measure Source actor. Allow groupings of new actors with Measure Definition Source actors.
