Measure.name and .title #31

As we define the standard set of Measures, we need a convention that clearly indicates when the measure is COVID-19 specific vs. inclusive of COVID-19, number of beds occupied by COVID patients vs. number of beds occupied by any patient or comorbidity of interest patient, etc. Reviewing various data sources, the distinctions may not be clear from the name/title, while the description would/could have it. Where is our starter set Measures being defined?

@michaeldonnelly : Thanks! If I take the FEMA and CDC list (for now) and create a table on wiki that has Measure columns/fields I believe are needed and fill that out, you check whether we agree on proper fields? Will use above as starting point. Will that work?

Strike that - I missed that it's the labs that report those data not the hospitals. That'll be a separate set.

I added remaining CDC and FEMA, but not yet all columns as meetings got in the way. Still working on completing it. Likely will mark Tests as Laboratory (In-House/Ref). Still pondering.

Updated the Google spreadsheet in the FHIR Measure Attributes columns with all available FEMA and CDC definitional information, plus today's CDC webinar guidance clarifications here https://docs.google.com/spreadsheets/d/1r8RFNkqzHQeelM6wHuuoURcyh57PCvaPrj-eYNySrUQ/edit#gid=0

Did use nominator and denominator in two measures. Did not yet for others as it seems that duplicates the information at the measure level. See issue AudaciousInquiry/saner-ig#36 for id/uri/identifier question.

I did not create columns for .status, .date, .useContext, and .contact. First three because they are obvious and would repeat (take space), and .contact as that can come later when we know the FEMA and CDC contacts, unless we want to put in their e-mail contacts (@keithboone shared FEMA's e-mail, while I still need to reach out to Amy Gleason - WH taskforce - as to who can provide any contacts to establish formal identifiers and expected definitions).
