Actor and Option CapabilityStatement #53

As an Implementer, I want to understand the capabilities my actors need to support so that I can write the appropriate code.

Given the {Actors} and {Options for Each Actor} in the Saner IG When there is a definition of an {Actor} or {Option for an Actor} Then there is a corresponding {CapabilityStatement-Actor} for each actor And there is a corresponding {CapabilityStatement-Actor-Option} for each option supported by each actor.

We need to merge capability statements for individual transactions somehow into a Capability statement for each actor.
