Sink between topic not working #4

Investigate the following

[x] Correct Subscription Names
[x] Correct Topic Names
[x] Messages are read from subscription
[x] Messages are written to the correct topic

Issue discovered: Service account doesn't have the correct access to write message to topics in staging

The messages are not reaching the topics in the other project.

The messages are stuck in the subscriptions in the input project

Device Events Topic Map is incorrect

Fixed in Data ingestor CLI

I need the vodacast-github13@vodacast.iam.gserviceaccount.com service account to have access to write data to the topics in the vodacast-staging project.

Request failed with code 403, performed 0 retries due to IOExceptions, performed 0 retries due to unsuccessful status codes, HTTP framework says request can be retried, (caller responsible for retrying): https://pubsub.googleapis.com/v1/projects/vodacast-staging/topics/events-device_event_submitted:publish.
