change all dates to `notBefore-iso` and `notAfter-iso` in `origDate` in memoirist set and in photo set

[x] rename 32 amp files in tmp folder into "DG_..."
[x] in origDate change @notBefore + @notAfter into @notBefore-iso + @notAfter-iso
[x] keep dates, but add times (T00:00:00+ and T23:59:59+) as in correspondence XMLs
[x] add time zone (check region, check whether summer time applies)
[x] add comment with link to URL resource which indicates whether standard or summer time applies
