"Post Thread" link auto-scrolls user to lower section of the Post Thread page #754

Describe the bug Steps to Reproduce:

  1. While logged in, tap on green + button on lower right corner

  2. Tap on "Start a discussion"

  3. Select a forum to post to

  4. Observe that user is led to middle of page

  5. Swipe down on screen and observe that there are areas at the top of the page that area not displayed in default view

Expected behavior Would expect page displayed to start from top of page (especially so users don't miss the thread title field).
