Adding noise #2

Hi Sanu, thank you for the patch!

1) Does it make sense to create a directory ('tools') for external tools like yours? 2) A short README.md covering installation and usage of your tool would be really helpful. The questions to address could be whether your tool requires Python2 or Python3, how to install dependencies (OpenCV bindings IIRC) etc.

Would you kindly improve your patch as described above? Thank you in advance!

Yes, "Guassian" is obviously a typo. It's spelled correctly (i.e. "Gaussian") starting with the line 223.

One more typo: line 147, "teh" --> "the"
