Bring mineable zone regex up to current standards #6

The GitHub-hosted version still has issues with rendering mineable zones due to the mineable zone regex not being encoding-agnostic.

This is still an issue, but I can't recall exactly what was causing it after staring at the lootable zone regex; re-investigate.
