Engine Scheduler #25

Provide ability to schedule and kickoff Engine runs automatically.

Day Runs (MVP) Hourly Runs Results sent to Slack channel

Currently results are sent to the #testing Slack channel if you're curious. I'll create a new channel for dev runs and add in a small change to kick off all daily runs at 5AM.

My experiment with the cron sequences didn't pan out today, I'll have to think of another way to do this.
