Local permission block command #117

Issue Description:

With latest release, i add permission bungeechat.command.localto false for the group visitor. And since the visitor can not enter any commands.

What happens:

image People with bungeechat.command.localto false can not enter any commands.

What you expected to happen:

People with bungeechat.command.localto false can enter any commands.

Steps to reproduce:

  1. Setup a group with permission bungeechat.command.local to false
  2. Affect a user to this group
  3. Connect this user and try send a command
  4. See permission error
