Add documentation for NSGA-II #222

Now that we have a NSGA-II candidate, we need corresponding ReadTheDocs documentation.

I'm going to cobble together a quick page in anticipation of doing the release for 0.8. I'd really like to have a readthedocs page for NSGA-II since it's such an important new feature for LEAP.

I have completed this, though at some point may want revisit to clean up any language.
