As a way to help hombrewers and to future-proof, I feel like it would be beneficial to make grants similar to the Dragonborn for every race/species so that newer versions of a given race or species can access older racial feats (or other player options locked behind a race). This would also help homebrewers if they decide to make a variant of a pre-existing species. If this is too much work, there could be an Additional Feature that could act as a "racial requirement bypass", which would also allow for custom lineage or another lineage like the undead ones or planetouched access to them for DM rulings.
If this isn't really a thing that should be done, then just go ahead and close the issue.
[ ] Convert all racial feats to use grants instead of hard coded IDs
[ ] Give the grants to necessary races
[ ] Create an Additional Feature item to allow bypassing the race requirement to enable non RAW access (discuss if it will let you select your grant from a list or give a catchall grant)
