I don't think this is a bug? They're IPCs. They have no pulse.

Normally they would show the typical flat black line on their pulse monitor, but when this happens it displays the flashing red flatline that crops up when organics go into cardiac arrest instead.

Tested this on a private server by EMP-ing the absolute hell out of the IPCs on the top row. r8SYx0Z
