[Bug]: Using return to body from shell as AI does not return AI verbs. #17686

Describe the issue

While playing AI, if you use your shell, then return to your AI core, you will only have access to your shell's verbs. None of the AI verbs. Additionally, you cannot move yourself to storage after doing this.

This can be fixed in game by using Refresh-TGUI (which causes it's own bug), which is useful as a temporary work around.

I think what happens here is that we still have access to the verbs, but the AI Commands Tab doesn't reappear.
