[Bug]: IPCs can no longer enter rechargers easily

Describe the issue

IPCs can no longer walk into rechargers, or right click + enter rechargers. Nothing happens. You just stand on them.

How to reproduce

Be an IPC Try to walk into a recharger Walk on top of the recharger instead.

Tested specifically as a Baseline IPC in the Engineering breakroom.
