Describe the issue

Bushes (and perhaps other stuff) are layered above Soil (gardening), making it harder to click on the soil and overall makes it harder to view the plants

How to reproduce

Start round
Go to Public Garden (or other similar spots)

Bushes grow above the soil, so this seems intended?
