Adds name-assigning functionality to secure lockers #19632

Implements the suggestion mentioned in https://forums.aurorastation.org/topic/20630-allow-id-cards-to-tag-lockers-with-your-name/?do=findComment&comment=176214

Uses alt-clicking instead of mouse-dropping because MouseDrop_T was acting a bit zilly with ID cards when I tried.

I can only imagine weapons lockers are a subtype of the secure locker (and maybe secure crates? not sure) so I think they might need an exception case. Probably a niche balance concern but I see a future where someone gets told on by a gun locker and it spoils their antag round
