[Bug]: Farmbot doesn't autorefill its tank. #19753

Describe the issue

As above. Farmbot doesn't auto refill its tank, so its unable to perform a simple task it should be doing.

How to reproduce

  1. Create farmbot, presumably via a machinist.
  2. Set it to water plants.
  3. Watch it not refill its tank despite being told to.

It still tries to water the plants as well, despite the tank being empty.
