PAIs cannot use lasers while inside a RIG #5136

A Pai could not use the cybersuits lethal lasers despite having access and ID to do so. Additionally, if the person in a RIG suit gets the self-harming phobia then the PAI cannot shoot anyone but the person wearing them.

Wasn't there something about only intellicard AI's being able to use RIGsuits?

pAI can use RIGs too, always have been able to.
