[Bug]: Timeline bug - nefties change order after both consumed 3 TUs for MOVE & END turn

What happened?

Watch the attached 1min video.

Brief summary: 1) Neftie A started turn above Neftie B. It used move+end turn which should cost 3 TUs. 2) Neftie B did the same - move+end turn which should cost 3 TUs. 3) However, after 1+2 happened the order of nefties on the timeline swapped. Neftie B is now before Neftie A on timeline despite they both using exactly 3 TUs.

Theory: It could be related to number 9 going through nefties / obstacles? That maybe consumes more TUs? However, it should still be within minimum 3 TUs in this case.

The timeline should keep nefties ordered correctly.
