This pull request introduces a get_regions function and does not automatically load NCRA and Australia shapefiles. The updated acs_regional_stats function has a new argument "regions" which expects a regionmask object that can be calculated using get_regions. This update will break some existing workflows with the change in how regions are initially defined.
