spellchecker in jenkins not using en_AU distionary #1

During the make spelling test, Jenkins is falsely reporting errors due to Australian spelling. This is despite en_AU locale specification in conf.py, which seems to work correctly on my dev machine (the problem is only evident on the Jenkins box).

The kludge is to add words to spelling_wordlist.txt, blah.

Possibly we need to dpkg-reconfigure locale in the Dockerfile for the CI server?

Root cause is lack of en_AU spelling dictionary on the host. Note:

ftp://ftp.gnu.org/gnu/aspell/dict/0index.html

There is no official supported en_AU dictionary for the aspell library. Apparently there used to be a community contributed one, however it's not available from the author anymore:

http://www.australian-dictionary.com.au

It may be possible to adapt the openoffice dictionary?
