Root cause is lack of en_AU spelling dictionary on the host. Note:

There is no official supported en_AU dictionary for the aspell library. Apparently there used to be a community contributed one, however it's not available from the author anymore:

It may be possible to adapt the openoffice dictionary?

During the
make spelling
test, Jenkins is falsely reporting errors due to Australian spelling. This is despite en_AU locale specification in conf.py, which seems to work correctly on my dev machine (the problem is only evident on the Jenkins box).The kludge is to add words to
spelling_wordlist.txt
, blah.Possibly we need to
dpkg-reconfigure locale
in the Dockerfile for the CI server?
