Using `a` user or `the` users in guidance (singular vs plural) #213

What do you need?

I’ve noticed (at least I think I have; I haven’t done a formal check of this) that GOV.UK guidance preferences a user or the user (singular) over the users or your users (plural). I figure this is about encouraging people who write content to think about individual difference rather than just lumping everyone together as the same kind of user. What do you think?

Content Clinic: good to go with a/the user for the reasons above.
